Professional General Management Services, Inc. was founded in 1996 to find a way to build a bridge to connect the drastic increases in regulatory requirements and the dynamic changes of water utilities technologies and innovations.  As the provisions of the Safe Drinking Water Act  and the Clean Water Act now apply to most water utilities both large and small, it is increasingly difficult to achieve compliance in a cost- effective way.  As proven over the past decade, PGMS, Inc. has managed to not only achieve that but to exceed it and continues to make major improvements all along the way.

Patrick C. King is founder and currently serves as Chief Executive Office of PGMS, Inc.  Mr. King has over 33 years experience serving water utilities in various capacities.  This includes tenured service as Management Auditor in the public sector with the Texas Water Commission and its successor agencies, currently known as the Texas Commission on Environmental Quality.  Mr. King is an ongoing advocate of an array of water utility issues to State government in Austin.
